Historically, the yoga sutras and consolidation of yogic practices came after the time in which vedas came about (2000-1000 BC). The yogic texts are part of the upanishads/vedanta. Philosophy of yoga differs from the vedic tenets of sacrifice and worship of the vedic Gods. Lord Shiva is said to be the pioneer of hatha yoga. He isn't mentioned in the vedas, except as Rudra, a minor God in the vedic times. Yoga is more individualistic and talks about reaching the state of bliss through rigorous self-discipline (yamas and niyamas), asanas, pranayama and different stages of meditation. There are lots of instances in the shiva purana and other literature where this wasn't always well-received by those who strictly abided by vedas.Later, Bhagavad Gita consolidates both the vedic and yogic idealogies and offers them as options for people with different tendencies. read less
