I am beginner 24 years of age and my aim is to reduce belly and body fat. So which workout to follow and what nutrition do I have to take .and can I start gym at this stage..

You can get into the gym too were the instructors would give you a particular set of exercise to do. You can also get your muscles built in the gym.

20 mins treadmill speed 6,7 jogging

20 mins crosstrainer or upright cycle

20 mins side abs, obliques, upper & lower abdominal

20mins lower body and upper body weight training back to back less

All above weight training should be less intensity& volume each two sets.

You should do 4 days strength training and 2 days cardio training & include protein & good fat like (chicken, paneer, curd, milk, oats, eggs) in your diet.

For fat, the first thing that works is your diet if you have a caloric deficit diet a clean one and right amount of protein in your diet then you will lose fat for sure and add some cardio too to burn some extra calories. Yes, sir, you can start the gym. To reduce fat%, you have to focus more on cardio. As your fat level will go down your abdominal area will look sharp and toned. For nutrition, focus on a well-balanced diet, and try to have frequent small meals. Also, you should keep the sound quality of fat & protein in each meal.
Starting the day with high-calorie diet-- then move to low-calorie diet as the day passes because metabolism goes slow with the passing days.
You will see good results in 8-12 weeks in your fat level if you work hard and stick to a proper diet.
