It states that external force (F) applied on a body is equal to rate of change in linear momentum (dP/dt) of the body. If F is zero, it implies that linear momentum is either 0 or some constant which means that either the body is not moving or it is moving with constant velocity. If F is non-zero, then body is moving with variable velocity which implies that body has some acceleration (a) which is nothing but the applied force per unit mass of the body (F/m).
