Action is a measure of distance between the strings and fretboard. Commonly guitar necks after some time bend a bit due to multiple cycles of thermal expansion and contraction. This leads to a change in action. Guitars may give a buzzing sound indicating that the string is touching some extra fret in between. A low action guitar would be easier to play/press but would be more prone to bending issues. A high action guitar will not usually buzz but on frets say 9 onwards would be difficult to play.
