Action is a measure of distance between the strings and fretboard. Commonly guitar necks after some time bend a bit due to multiple cycles of thermal expansion and contraction. This leads to a change in action. Guitars may give a buzzing sound indicating that the string is touching some extra fret in between. A low action guitar would be easier to play/press but would be more prone to bending issues. A high action guitar will not usually buzz but on frets say 9 onwards would be difficult to play. How much time will it take to learn electric guitar?
Completely depends on how much you practice. The instrument gives back what you give to it. Also I feel one keeps on learning. Yes you could start playing chords of your favourite songs in 2 months dedicated practice time.
