Being proficient in english does not guarantee a safe passage in IELTS...It also depends on the effort you put into practising the different modules and understanding the logic behind each question type and IELTS on a whole

Yes you need proficiency in English besides that you need tips and tricks to achieve high bands . Errors in grammar would be consider in checking .
