Rajya Sabha has generally minority of members of ruling party. In all other instances other than Motion of Thanks be it passing of bill, amendments to bills, joint session and, opposition has limited say in work of govt. and is generally overridden by Lok Sabha. Also scope of discussion in other instances is limited, but in case of Motion of Thanks there is wide range on which discussion can take place and amendments be suggested. Since it is mandatory for Motion of Thanks to be passed by both the houses or else it would be failure of govt, almost all the amendments suggested by opposition are generally passed even after too much hue and cry. So, MoT allows - opposition to control govt. works in some way, it tests the bonding between the houses, it allows some urgent public matters to be included which were earlier ignored by govt., It powers the say of states. it powers the say of Nominated members of RS, who have special knowledge in science, technology etc. read less
