Which is a better optional subject for a civil engineering student for cracking IAS?

Civil Services Examination Trainer

Choose an optional with which you can spend for at least 3 to 4 hours everyday. That is to say, your own personal interest and other factors such as availability of material, faculty etc. It is difficult for someone to guide you to choose the optional only on the basis that you are a civil engineer.

Private teacher for Indian Constitution, Political science, Public administration

It totaly depand on your intrest. and result fo that subject in last few years

Optional Subject will require a devotion from your side for atleast the next 12-18 months...so choose your subject wisely...Go through the UPSC syllabus of most of the subjects which interest you...and then try to narrow down your option

Both options are equally good. It depends on your interest and skills. M.Sc is more into the how and why part while MCA is application oriented. That is MCA is more towards the usage of existing technologies...
