You can be fluent in English through following:
1. Practice speaking in English on a daily basis.
2. Watch TV shows primarily news channels and read newspapers.
3. Listen to podcasts or English conversations in order to improve diction and fluency
4. having basic knowledge of English grammar also helps in developing speaking skills
5. do not hesitate or feel reluctant while conversing.

There are many proven ways to get fluent in English. But what I usually suggest to learners if you don't have anyone to speak can talk to yourself on any topic you wish to. Record the same & watch after a while. This will help you to understand and get fluent in this foreign language.

Read a lot of English critically, paying attention to vocabulary and sentence structure. Watch media in English without subtitles to understand how to familiarise yourself with the speech patterns of native English speakers.
It is important to remember that the journey to becoming fluent will take a year at the very least, so keep working at it and do not be discouraged when you make mistakes. Being open to being corrected by others is important too.
In order to be fluent you need to get rid of your fear of rejection. Be in front of a mirror and talk to your reflection , it will take away all the fear and you will be able to talk fluently. It will enhance your confidence and attitude.
