As simple as we are taking potential drop if there is potential energy and it should be dropped from a higher point to lower ones. Then thier exists potential difference then person will get shocked. There is another one possibility is that when kinetic energy of electricity and that person were relatively induced then they will experience magnification due that body experience emf then he can get shocked.
