Suppose some electricity is flowing through a long straight wire without any insulating coating that gives an electric shock to a person at rest relative to the wire on touching it. Is there a speed with which if the person runs along the wire in the direction of current flowing such that he/she does not experience any shock?

Then for him, electrons are at rest means zero current in wire for him. Now if he touches those electrons provided that he is touching the ground with bare feet, then there is a potential difference between his hands and ground. It will make electrons move inside his body towards the ground, and he will feel the shock. So no matter whether he is walking or standing, electrons will run through his body only when there is a potential difference. read less
