At the age of 4, the child is at a very tender age and added to this, you have stated that the kid cannot speak properly, My advice is, it is too early for the child to go for singing classes. But, having stated that, if the parents are into singing, then teaching the child the basics of singing in your home would be a great start. It should also be noted that the parents should analyse the kid’s likes and dislikes, before assuming a hobby or talent that the kid should pursue. Maybe a couple of years down the road, like when the kid is 7 or 8 years old, then you can put him/her to classes.
