YES, It is allowed to use pencil in Writing section because there is an option to choose pen or pencil, but in Reading and Listening section it is compulsory to use pencil. In IELTS, you have to use pencils in each and every test,as you are not allowed to write your answers with pens..

I specifically recommend students to use a pencil as u will end up making numerous modifications n changes in your writing script. Avoid using a pen for blotting n scribbling on the document

Please practice with pencil from the beginning as the speech and grip varies that from a pen and might affect the effectiveness during the exam.

Would advise to use a clutch/ technical pencil which you don’t have to sharpen to save time during the exam.
