You can download Deutsche welle , Duolingo and learn German with Anja -these three will be helpful for initial and further levels.

" APP " is just an exercise oriented basic tool which helps you to remember the language which is already known to you or one must prefer app when they want to be in touch with the language but app is not something which can teach you every thing in a language.

According to me, it's DuoLingo and apps offered by the Goethe Institut, like heiße Kartoffel, Goethe Training A1, etc. You can just type Goethe on the playstore and you'll find all these apps. For dictionary, IdI suggest dict.cc.
