As you're looking for an app to learn a language I'm assuming that either you have just started with a course or you just want to get introduced to one. An app can only help to sharpen your vocabulary through small practices. But to get a hold of the language anybody would need a good Institute or a good professional guidance. Anyway, you may try duolingo. Might be suitable for you. Thanks.
