A force is being applied on a body but it causes no acceleration. What possibilities may be considered to explain the observation?

The force we applied is less than frictional force .

Since the acceleration is 0, the net force acting on the body must be 0. this can be explained by newton's second law of motion. thus there must be some other force may be friction acting on the body in a direction opposite to the applied force.

the force applied will be less than the limiting frictional force.

there must be an equal amount of force from opposite direction(maybe frictional) resulting in no net force and so no acceleration.
