Definitely. You can select Hindi as medium for the competition.

Yes u can study IAS since exams are conducted in Hindi medium as well. More over in order to give IAS exams your written should be strong so that u can understand the question well.!!!! For further details please contact me.

Yes you can study and write your exam in other permitted languages. But if you are little less competent in English you should try to make it little more UPSC friendly after all you need to appear in an English language paper.
