First step for the IA s .. try to understand what exactly is your motivation for it ? If it's merely money and power, you can go screw yourself... But if it's something much more positive than that then the second step is to play to your strengths.

How to know the exam pattern of UPSC exam ?
Nothing just search for upsc recent exam syllabus in Google search with the related job posting , usually it has aptitude and reasoning part for the first part exam and the related English and technical syllabus theory for part to exam.
