You are engineering student, hence you do not need to clear NET for Ph.D, Also there is no NET for Engineering graduates. Furthermore, you had Masters in HR so you are not eligible for Ph.D. in engineering.

Net has a broad coverage from almost all the topics of the concerned subject. Very few are providing such services related to NET. However I do suggest to go on for an Integrated study from all the subjects/topics listed by your own. This gives the max result.
