You can try Clayton / Pluto both are useful in Quality and construction. Yamaha and Fender for the next range.Also depends on how much budget you have and the kind of music you are playing.

Which keyboard is the best one?

You can go with a basic model if you are starting as a beginner and yes Yamaha is a good suggestion to start with.Invest in a good one if you are okay with yamaha. You can get yamaha PSR F51 and Psr263 would come as a basic models which would cost you less than 9k. Happy learning.

For Singing you could professionally join any academy to learn singing like Hindustani or Carnatic or western classical based on your interest. Once you are good with singing you could be able to perform in any events as well.
