Most people learned to write basic English in school and college but couldn't learn how to speak fluently as it requires more proficiency.

So my answer is why not ? if you have something to learn in this era you definitely need a communication source so that you can even achieve more , especially by speaking what you want or your actions can lead to better understanding.
