To a large degree this is a historical accident: the British empire was so far-flung that it brought English to many parts of the world and provided a lingua franca. Also, the economic and cultural power of the United States has been a huge factor in the spread of the use of English. It has nothing to do, however, with any supposed superiority of the English language. Every language has its own strong points and weak points, and English is no different. English speaking skill is not necessary to become an IAS officer. It is allowed to attend interview part of civil service in Indian languages. I know one person who attended his interview in Malayalam. Now he speaks good English.
