Is there anyone who doesn't know spoken English but he is an IAS officer?

English speaking skill is not necessary to become an IAS officer. It is allowed to attend interview part of civil service in Indian languages. I know one person who attended his interview in Malayalam. Now he speaks good English.

Spoken English is an essential part for any occupation. The interviews are really difficult to clear if someone doesn't know English.

What is the difference between spoken English class and IELTS Class?
