Absolutely. Place of study cannot guarantee a person's language skills. If one is not comfortable conversing fluently, then there is no shame in learning more!

If the student joined spoken english class,it will more practice of spoken english and student will become more confident while speaking to others but it is not required for all students.It is depend on individual fluency in English.
