if a teacher has more than 4 ways to explain you one thing and knows what is passagio , stops you from pushy and throaty singing and if can relate the technique with many styles and genre then he/she can be a good choice.

Yes, you can start. Its good to start at 7 if they are intrested, and yes obviously they can easily grasp. The only thing is required that they should have a singing voice. Many artists started at the age of 6 too.
