How many physical dimensions do we have?

Total of seven dimensions are there: 1. Mass 2. Time 3. Length 4. Luminis intensity 5. Current 6. Temperature 7. a. plain angle b. solid angle

Suppose some electricity is flowing through a long straight wire without any insulating coating that gives an electric shock to a person at rest relative to the wire on touching it. Is there a speed with which if the person runs along the wire in the direction of current flowing such that he/she does not experience any shock?

Electric shock occurs due to earthing of another side. If the person touches a wire, then he completes the circuit of current because the current always look for the shortest path to the ground; hence person experience a shock, and it is independent on person speed.

Is ordinary light a form of energy or is made of particles?

Light considered has Dual nature, i.e. particle as well as wave. Some concept explains as considered as partial, e.g. Compton effect, photoelectric effect and some concept describe considered as a wave, e.g. reflection, refraction, interference.
