Do you mean an app that connect to server and fetches data as an when there is a change or update? If so, Android has couple of options - One is to use SyncAdapter and other one is using Volley. The developer guide has samples for both. All the best.

I am trying to make an hybrid mobile app using javascript, html5, css3 but I am facing lot of challenges. If any one can help me, it would be a great help.
It's better idea to go with building in native android, hybrid will have to many dependency on libraries and its not good approach.
