Before learning C#, do I have to learn basics like MS Excel, PowerPoint, etc.?

no , its not at all necessary because C# is a programming language where as MS-excel powerpoint etc are the official applications..there is no inter connection between these two

No, There is no connection between Excel and C#. Excel is a spread sheet package.it is used for financial application like tally. But C# is a programming language. It is used to create windows based application and website.
