First focus on Basics by reading NCERT Text Books thoroughly. Then practice good number of questions form reference books like, Master the NCERT by Arihant for Bio, Universal Self Scorer for Physics, Complete NEET Guide by MTG for Chemistry.

First decide Aim....then focus on aim....if ur aim is NEET...then start study with NCERT books of class 11 &12th,then work harder on weaker areas....it doesn't mean u forgot all interested areas......practice tests papers.Best of Luck

Focus on Government Medical College near to your home town. For MBBS college is not so much important. College from where you do Postgraduation is more important than MBBS. If you want to move abroad after MBBS than prefer a college in Delhi.

 Should I take a home tuition for class 11th science (NEET) or join aakash institute? 
NEET requires self study of 6-8 Hours every day. The best approach is therefore to only look at quality of teacher. Location does not matter.
