Yes they can do that because sometimes they get tired of writing down notes, so if they record the lessons then they can listen to it and jot down the points.

Hi , The question is very much open ended however i would say it would be safe till the moment he is trying get something out of it. i mean if he uses the same for his studies i would say yes. I would also say a student should not follow the lessons by all the fare mode.
