Working smart includes having better judgment, knowing what component of the work takes the longest time, and trying to reduce it creatively and rationally.

Smart work works because you learn how to answer the questions rather than learn the course material. It's not very effective if you're looking to gain knowledge but for competitive exams since time is of essence, it's optimal.
