Ankit, let us get one fact straight here before we go forward with your question. Every country in the world, a soverighn country, has the right to formulate their policies as far as ingress of people is concerned. Therefore, Canada has a specific guidelines laid out. You can go there as a tourist and no IELTS is required. You can marry a Canadian citizen and, I think, IELTS is not mandatory or you can get asylum. Apart from these, to the est of my knowledge, you need to clear IELTS with the requisite score. Without that, even if you get a job offer or admission in some institute, on arrival, you will be denied entry. As i have mentioned, all this is what I understand. Maybe, somebody else may prove me wrong, for which i will be grateful and obliged. read less
