Masters in English, Masters in Computer application with vast 8 years of experience.

Yes ofcourse because English is their native language and they want their employees to have good understanding of the language :)

Yes, in countries where English is spoken, you will have to be able to communicate properly, and the higher the score the easier it will be for you when you do go.

I think there is no much relation with IELTS and getting jobs in abroad apart from the Immigration requirement for some counties. So your English proficiency is important to crack the jobs.
