The straight forward answer is NO. With a capital NO. The reason is that it is not just the college or univeristy involvement but the policy of the Canadian government. And, the policy of the government is to keep the society at par with communicative interaction among the residents of Canada, and English being the major language, they do want everybody to show a modicum of language proficiency. So, to keep it short and sweet, the answe is, anybody wanting to come to Canada for studies must be prepared to clear IELTS with the requisite score, as required by the educational institute. read less

IELTS is mandatory because the Canadian government and the Universities/Colleges want to ensure that you will be able to survive, converse and carry on your selected course in the English Language with ease, since, English is a native language there. Moreover, students who are efficient in the French language are also preferred as it is the second language in Canada. read less
