Of course you can learn it,there's a difference between hard work and smart work give it one or two hour in a day but give your best efforts in it with your smart work not hard work,go through with arpeggios,scales and exercises on regular bases you'll have a great result for sure :)

Off course you can learn it, it makes big difference between hard work and smart work you need to give one or two hour in practice in a day but do the practice smartly definitely you will learn guitar. Do the practice of scales,arpeggios, chords, merging of different octave of scales
