Does anyone view standardized tests for graduate entrance school (ex: GRE) as a deterrent to weed out people from testing who may not have been given adequate resources to be prepared to pass said test(s)?

Every country has its way of choosing students for their Universities. If a person is not interested in taking GRE, he/she must focus on a country/region where GRE is not a requirement for postgrad study.
