Based on my GRE score of 150 verbal, 161 quant (can definitely do better), GPA of 3.75/4.0, 3.95 in CS courses, should I retake GRE while aiming for MS programs in Computer Science in California + aid fund for admission this fall (non-US student)?

Surely yes, you can target a score of 320+ with atleast 165+ in quants. Aim for 170 in quants. If you manage 325+ you have good chances of getting an admit with aid. Go for it and you will do well!

I am not being able to divide the time between quant and verbal for GRE. I have the official guide of ETS . Help me with the time I should devote to each section in order to score more than 320.
I would suggest you take a mock test and divide the preparation time for each section based on your mock test score. Usually the verbal section takes more time since it is much more difficult than the quant section.

Many B-Schools have started accepting the GRE scores. And the GRE new format (after August 2011) tests you on several measures which were found only in GMAT. One thing is, the Critical Reasoning Section. Now in the GRE, you will have questions involving critical reasoning, though these are not as difficult as those found in the GMAT. Also there is more verbal reasoning and less of vocabulary in the new format GRE, which is another measure tested in the GMAT.
