Brain stores information via eyes, ears, nose, tongue, and touch (skin).  So coming to your question, foreign languages, we learn languages when we are exposed to it continuously to an extent that it enters the subconscious data center.  So since other language scripts are not available in our brain as we are not exposed to it, we will not be able to execute such languages.  So the best way to learn a language is by theoretically getting the scripts inside our mind and then practicing it regularly, not fearing about erring, 'coz erring is a part of success.  Watching movies with subtitles can also help to understand lip movement and pronunciation.  Hope that answers your question, good luck!

It depends on whom you would listen. Some teachers connect well and others find it tough to connect, so it it always better to have a sitting before you attend a class to understand whether you really connect with your trainer and will you able to willingly submit and get trained. I call it an "inner thing" it has to come from within you, you just initiate a search and things will come to you...

English is just a language dear, nobody speaks anything right out of mother's womb, so everything is acquired, it's like assembling a fresh personal computer, you have to install all required apps and programs to make it work the best; so language is a similar one; now that you have identified your problem, read simple English books like Reader's Digest first, then progress to News Papers or simple novels, and also watch Eng movies with subtitles; at first all these things will be like aliens to you, you will not understand anything, but as times goes on, you will start getting comfortable and your language will improve. The point to note here is most of the people QUIT at the initial phase where they won't understand anything thinking that it is going to be like that forever, NO THAT THOUGHT IS WRONG... if you persist you will succeed....THERE IS NO GAIN WITHOUT PAIN
