What vocal music is allowed to be transposed and what is not? Why?

All music can be transposed. There are no Transposition Police to swoop in and stop you from doing it. (Anecdotally, I've heard that in some cultures, transposing a tune to a new key would render it unrecognizable for some listeners...but that's still not the same thing as not being allowed to transp...
