While preparing for the UPSC optional paper (public administration), are the IGNOU notes and coaching material sufficient?

Yes they can be sufficient if your coaching material is too good and contentive. But my personal advice is to go with special book of relevant subject.

There is no such limitation for male candidates but for IMA, NA and afa unmarried.
