Getting home cadre depend upon ur rank and availability of sheets in relevant deptt. If u talk about best job my opinion will be only IAS.

First of all , You should have a degree to apply. 1. Go with Limited Books and more number of study & Revision. 2. Practice Old Question papers 3. Go through the Syllabus thoroughly 4. Get some senior Advice.
