Why do Canadians write metre (as in a measurement)instead of meter, but write perimeter not perimetre?

That is, as a general rule of thumb, we use meter if referring to a device that does the actual measuring or to the name of a particular measurement, and we use metre if the unit and the subject is related in any way to the metric system — more formally known as the International System of Units (SI). In English language a Metre is a measure of length and meter is used for a device e.g. tachometer, barometer, chronometer etc. The boundary wall of whatever the geometry is a perimeter. Canadians, Americans or for that matter Indian must use the correct spellings as explained.
