No douts, it is Singapore. Modern Singapore as it is nowadays was founded by the British in 1819. Before the British came, it was nothing but a swamp.
Singapore is a place of mixed races. Each group of people spoke their own separate language and dialect so they needed a common language to communicate. English became a lingua franca for the country.
One more reason why Singaporeans speak perfect English is thanks to Lee Kuan Yew who abolished the existed vernacular schools, like Chinese or Tamil schools, and he replaced them with an English-based education system. Nowadays they learn English at schools and speak English not like a second or foreign language, but as a native and first language.

India is catching up fast... but the relevant question should be which country in Asia offers the best platform to learn English - the international language.
My take on this would be India and China. India by far has reported a good growth statistics on papers for the improvement in levels of English as per international certification agencies like CEFR (common european framework of refrence) and British Council and WordsWorth Labs. China in fact has done it more end result oriented way. They are a firm believer of SOPs and practical assessments thus giving a tough competition to the world.
Singapore has always been in control of English language and India and China are growing much faster.
