India is catching up fast... but the relevant question should be which country in Asia offers the best platform to learn English - the international language. My take on this would be India and China. India by far has reported a good growth statistics on papers for the improvement in levels of English as per international certification agencies like CEFR (common european framework of refrence) and British Council and WordsWorth Labs. China in fact has done it more end result oriented way. They are a firm believer of SOPs and practical assessments thus giving a tough competition to the world. Singapore has always been in control of English language and India and China are growing much faster. read less
