Many foreigner especially for the one using English as a second language. Many of them are able to speak fair English with their own accent. To communicate in English, it does not require to have US/ UK accent. You need to have a clear and neutral accent.

I dn't think dt there are people who speak english without an accent. You see, the accent is borrowed from the mother-tongue. There is a possibilty that if you live long enough in a country you adopt it's accent
