It takes time and lots of practice with other people who speak good English. Sentence repetitions at varying speeds will help to greatly improve your fluency but the grammar has to be right, otherwise fluency alone will not make the impact. Consider hiring a trainer for at least 3 months.

I know it very well the English language is very cheap and rough language that anybody can easily learn and speak but mostly we don't get more chance for communication. Can you make a good chance for developing communications skill for fluency English?
Of course, as we know if some body keeps in mind that he can then obviously he can. It might be taking some time but if its you desire then you can. Any how you just try to use English language in your daily life. This will surely help u a lot.
