Let him/her face the world/problems themselves for sometime. That will help increasing their confidence level which in turn reduce the shyness and timidity

Be kind first of all. Talk to him, get to know his strengths and weaknesses. Also, get him tested for any sort of learning disability. Its ok because many students have it. It can be improved with the professional help.
