To displace the charge in the electric field against its direction force is to be applied, i.e. work is done. This work done is stored in the form of potential energy. The workdone and potential energy are different for the different magnitude of charge, But This work done to transfer unit charge( magnitude is 1 ) From one point to another is called a Potential difference.
