I'll mention all the best possible means one can learn to speak fluent English: Watch English movies with subtitles initially, later without them. Make a partner who can speak and understand English better than you. Talk to him... ...more

Since English speaking is a skill, everybody has their way of learning it. I'll mention all the best possible means one can learn to speak fluent English:

  1. Watch English movies with subtitles initially, later without them.
  2. Make a partner who can speak and understand English better than you. Talk to him only in English and ask him to suggest better words where you are weak.
  3. Listen to your favourite people/icon, speaking in English on any topic. When you listen to something frequently, it becomes easy for you to repeat. For, e.g. Quarantine, pandemic and social distancing were words which were rarely used before COVID-19 pandemic. Since then, even a child can repeat those words.

Try all of them and practice whichever is suitable for developing your skill of speaking fluently in English.

First of all, speaking fluently means speaking clearly and not too fast or too slow. Some people consider if somebody babbles he is fluent, no it's not. It has to be communicated to the other person. English is just like any different language which we speak to communicate.

I generally suggest people watch Hollywood movies with subtitles initially and later without subtitles. It doesn't make your study boring over a while.
When you watch them over some time you become confident of what you listen. Then you can just repeat what you heard. In every movie, you'll get two or more words/ phrases used frequently. After watching the video, you'll remember them without many efforts. These words/ phrases can be used whenever you feel like, even while using your mother tongue. For, eg. Main Aaj Lonawala Gaya tha, kya mast Laga yaar. *It was amazing*. Start using phrases like these initially then eventually you'll be able to speak fluently.

Simple trick-'Watch English Movies'. Yes!! you read it right. Do you remember listening to advertisements of any language repeatedly? And one day you know all the words of it.
Just watch many English language movies and tv serials even if you don't understand. In the course of time, you'll be able to listen to a few words repeatedly, and you'll try to analyse those words and understand it's meaning. Eventually, you'll use them while speaking. Believe me, it works!!!
 Later, when you are kind of 'okay okay' to speak basic words, make a partner to talk only in the English language. Don't worry if you are unable to name a thing in English. For e.g., if you don't know what you call 'ladka' in English say-"That Ladka". Later learn what is a ladka called in English and replace it with "boy".
Please note- there is no grammar required in spoken English. Just learn local English. Almost everybody speaks local English. Very few people know Britain and US English grammar properly.
I read many answers to your question, but I'm sure that you'll be able to achieve your goal to speak in English just by following the above-mentioned technique.
