What is the best way to start the preparation for PTE classes?

My best advice to you and anyone willing to prepare for PTE is that "kindly take help of a mentor who understands your ability and helps you identify your weak areas and suggest practices to gain mastery in answering each of the task items of the PTE exams". Because PTE is the test of practice.

NO you won't be penalized. It just looks at your knowledge of the language and doesn't test for your accent as they realize you are a non-native speaker.
