PTE says it should be at natural or conversational speed without uneven phrasing and accurate stress at word and sentence level.

Will I be penalized in speaking tasks for not having an accent from a native English speaking country?
NO you won't be penalized. It just looks at your knowledge of the language and doesn't test for your accent as they realize you are a non-native speaker.
