It should display the content of the cell comment when you hover your mouse on it. (please note: it will display only if the cell comment was added earlier).

Go to review tab, there will be an option named comment, click on view comment and voila!!your comments will be visible.

usually when you hover mouse around the comment written shows up. else alternate methods you cud try are - (1) right click on the specific cell and choose the option 'show comment' (2) go to REVIEW tab and choose the option "show all comments" (4) go the excel option by clicking on the excel icon. on this pop-up presented by the system : Advanced -> display -> for cells with comments.
